GlobalFoundries announced a $2 billion manufacturing agreement with TSMC on October 8. The arrangement will add capacity at GF’s existing Malta, New York plant to produce silicon interposers for TSMC’s CoWoS advanced-packaging ecosystem. The initial agreement runs for five years. The part between the chips

An interposer connects multiple semiconductor dies within a package. These connections help logic, memory and other components operate together as a system. GF’s technical overview describes interposers as high-density connections supporting high bandwidth and low latency. Advanced-packaging overview

Packaging therefore involves sophisticated manufacturing after individual chips are fabricated. Building more of those capabilities domestically can deepen the U.S. supply chain beyond the fabrication stage. GF lists interposer manufacturing, assembly, packaging and testing as distinct parts of its broader technical offering. Technology details

An expansion of an existing industrial base

Malta is already a large-scale 300-millimeter semiconductor manufacturing site and GF’s global headquarters. Construction there began in 2009. The new agreement builds on an established manufacturing location rather than describing a factory that has yet to find a site. Malta facility profile

GF expects the additional interposer volume to begin ramping in the first half of 2028. The company says the agreement also provides a framework for further expansion as customer demand grows. Production timetable

Why this is encouraging

USDW analysis: Industrial depth comes from being able to perform more of the work inside a supply chain. A domestic source for an important packaging component is a practical addition to that capability. It also connects an existing U.S. factory with demand from a major semiconductor manufacturer.

The next milestone is qualified production at useful volume. This agreement concerns an essential component, so it should not be read as proof that every step of the resulting chip packages will happen in America. The positive development is narrower and concrete: another manufacturing capability is planned for an established New York site.
